Though in strictness such
this it has not heretofore been the practice for the Governor to submit the proposal to the Executive Council before asking for the approval of the Secretary of State,
I have ventured
on this occasion to
invite the opinions of
the Executive Council; and I have the honor to enclose for your Lordship's information a copy
of their Minutes concurring
in the grant.
3. The Census report dated 12th February 1877 which
formed part of the Blue Book enclosed in my despatch
of the 20th of July will
have brought to your Lordship's
notice the fact
that whilst
the English, German, and
American Communities
are
declining in number, the
